Onsite Requirement: 3 days per week onsite in Lowell, MA

Description:

Our human services client is seeking a contract to hire Human Resource Director who will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organization’s mission and talent strategy.

Supervisory Responsibilities:

  • Act as hiring manager for new staff in the department.
  • Oversees the daily workflow of the department.
  • Provides constructive and timely performance evaluations.
  • Handles discipline and termination of department employees in accordance with company policy.
  • Facilitates professional development, training, and certification activities for HR staff.

Responsibilities:

Leadership:

  • Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, and retention.
  • Report back to senior management and provide an overview of what the organization is doing in regards to personnel.
  • Supports the implementation of activities and manages responsibilities in a manner that supports the organization’s overall mission and vision for diversity, equity and inclusion.
  • Exercises independent judgment in the performance of other general duties not associated with the personnel function.
  • Conducts training to staff and employees as required to inform them of changes to policies and procedures. Also trains on changes to the HR policies and programs.
  • Participates as a member of various employee groups and committees as needed.

HR Policy Development:

  • Plans, leads, develops, coordinates, and implements HR policies and processes.
  • Develops and delivers training on new policies for managers.
  • Performs occasional surveys to gather information and support the organization’s human resource policy, compliance and strategy needs.

Hiring and Onboarding:

  • Works with talent management/recruitment staff or consultants to support effective and timely recruitment efforts and alignment with hiring policies and procedures.
  • Oversees onboarding of new employees and ensures training and resources are available as they enter the organization.
  • Manage the classification of job titles and salary brackets.
  • Ensure equal opportunity employment.

Employee Relations:

  • Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Reviews employee separation notices and related documentation and ensures exit interviews are conducted to determine reasons behind separations.

HR Manager:

  • Conducts research and analysis of organizational trends including review of reports and metrics from the organization’s human resource information system (HRIS) or talent management system.
  • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews and modifies policies and practices to maintain compliance.
  • Ensures Federal, State and local compliance regarding record keeping and personnel matters.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  • Supervises the preparation of accident reports for insurance carriers.
  • Plans modification of existing benefit plans and recommends changes to management and the CFO and CHRO.

Financial Management:

  • Assures that assigned areas of responsibilities are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal control.
  • Supports the preparation of annual budget requests.
  • Assures effective and efficient use of budgeted funds, personnel, materials, facilities and time.
  • Performs other duties as required.

  • Proficiency with or the ability to quickly learn the organization’s HRIS and talent management systems (Kronos/UKG, JazzHR, etc).
  • Ability to prepare and analyze comprehensive reports; carry out assigned projects to their completion; communicate effectively verbally and in writing; establish and maintain effective working relationships with employees, partners and the general public; and efficiently and effectively administer a personnel system.
  • Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree preferred.
  • Any equivalent combination of experience and education.
  • Considerable knowledge of modern policies and practices of public personnel administration and personnel law; thorough knowledge of employee compensation, benefits, budgetary practices, risk management, and safety practices.
  • Skill in preparing and administering budgets; planning, directing, and administering personnel programs and systems; and operating HR tools and equipment.
  • At least five years of human resource management experience is required.
  • SHRM-CP or SHRM-SCP highly preferred.

Onsite Requirement: 3 days per week onsite in Lowell, MA

Pay Rate During Contract Portion: $50 per hour

Compensation: $90k plus excellent benefits (4 weeks of vacation to start, etc.)
